NCSL: Medicaid/health care a top fiscal priority for states in 2013

Medicaid and health care concerns will dominate legislative discussions in 2013, according to a new survey by the National Conference of State Legislatures. At least 34 states expect to address health care issues ranging from rising costs to implementation of the Patient Protection and Affordable Care Act, the fall survey found. Education was the second fiscal priority overall, with 23 states calling it a top issue. "[W]hile most states continue to report stable conditions - with solid revenue performance and spending in line with budgeted estimates through the first few months of fiscal year 2013 - states continue to face serious budget dilemmas that require tough choices," the survey report states.
